Mike Farrar CBE – Chair

Mike Farrar CBE

Mike Farrar has a long and distinguished career in the NHS and wider public service before taking up a portfolio career in management consulting, non executive directorships and charitable work in October 2013.

He was most recently the Chief Executive of the NHS Confederation having been appointed in May 2011. Prior to that Mr Farrar was chief executive of the North West England SHA from May 2006 to April 2011. During his time as Head of Primary Care at the Department of Health, he was responsible for establishing primary care groups, primary care trusts and Personal Medical Services (PMS). Mr. Farrar chaired the Strategic Health Authority Chief Executive’s Group from 2002 to 2009. He chaired the NHS Confederation GP Contract negotiating team that successfully negotiated the new GMS contract in 2002. He was also national programme director of NHS Live, chaired the Office for Life Sciences Innovation Delivery Board and was the key architect of the NW Advancing Quality programme, which involved one of the worlds largest and most successful Pay for Performance quality improving schemes in health care.

Mr. Farrar was also a board member of Sport England, where he has also acted as interim chair, and in August 2009 was appointed as National Director for Sport and Health. Mike was also awarded the CBE in 2005 for services to the NHS and honorary fellowships of the Royal College of General Practitioners, of the Royal College of Physicians, and of the University of Central Lancashire.

Heather Tierney-Moore OBE – Patron


Professor Heather Tierney-Moore OBE is Chief Executive of Lancashire Care NHS Foundation Trust. With a background in nursing, Heather has a distinguished track record of achievement in the NHS at board and national level in England and Scotland. She has an MSc in Managing Change and is a visiting professor at Edinburgh Napier University. Heather also has a key leadership role in supporting system wide transformation in order to deliver integrated health care services for the population across Lancashire and the wider North West.
