Mike Farrar CBE – Chair
Mike Farrar has a long and distinguished career in the NHS and wider public service before taking up a portfolio career in management consulting, non executive directorships and charitable work in October 2013.
He was most recently the Chief Executive of the NHS Confederation having been appointed in May 2011. Prior to that Mr Farrar was chief executive of the North West England SHA from May 2006 to April 2011. During his time as Head of Primary Care at the Department of Health, he was responsible for establishing primary care groups, primary care trusts and Personal Medical Services (PMS). Mr. Farrar chaired the Strategic Health Authority Chief Executive’s Group from 2002 to 2009. He chaired the NHS Confederation GP Contract negotiating team that successfully negotiated the new GMS contract in 2002. He was also national programme director of NHS Live, chaired the Office for Life Sciences Innovation Delivery Board and was the key architect of the NW Advancing Quality programme, which involved one of the worlds largest and most successful Pay for Performance quality improving schemes in health care.
Mr. Farrar was also a board member of Sport England, where he has also acted as interim chair, and in August 2009 was appointed as National Director for Sport and Health. Mike was also awarded the CBE in 2005 for services to the NHS and honorary fellowships of the Royal College of General Practitioners, of the Royal College of Physicians, and of the University of Central Lancashire.
Professor Heather Tierney-Moore OBE – Patron
Professor Heather Tierney-Moore OBE is Chief Executive of Lancashire Care NHS Foundation Trust. With a background in nursing, Heather has a distinguished track record of achievement in the NHS at board and national level in England and Scotland. She has an MSc in Managing Change and is a visiting professor at Edinburgh Napier University. Heather also has a key leadership role in supporting system wide transformation in order to deliver integrated health care services for the population across Lancashire and the wider North West.
Dr Sara Munro – Advisory Group
Dr Sara Munro
Dr Sara Munro is Chief Executive at Leeds & York Partnership NHS Foundation Trust, having taken up the post in September 2016. Sara has 17 years’ experience as a qualified nurse and nurse leader having worked across a range of NHS mental health providers in the North West of England. Having joined the Cumbria Partnership NHS Trust in 2009 as Nurse Consultant in acute mental health care, Sara was appointed as Director of Quality and Nursing for the Trust in 2014. Her role for the Trust included responsibility for professional standards and clinical governance, the Trust’s Quality Plan, safeguarding, medicines management and patient experience. Nationally, Sara is currently Treasurer for the national MH Nurse Directors forum, Advisor of the Positive Practice Collaborative and actively contributes to the Time to Change programme looking at attitudes of professionals towards mental health.
David Bradley – Advisory Group
David Bradley joined South West London and St George’s Mental Health NHS Trust as a Chief Executive on 30 July 2012. David has played a key role in the success of the organisation, most notably the recent positive CIH inspection who found services to be ‘safe’, ‘compassionate’ and ‘well-led’.
David has held management roles in the NHS since 1989 and Board level posts for more than a decade. Most of his career has been in mental health. David worked at Oxford Health NHS Foundation Trust where, as C.O.O., he built a reputation for using innovation to drive quality and patient experience, and strengthened relationships with social care and third sector providers. David is also the Senior Responsible Officer for Dementia across the South London Health Innovation Network.
On being appointed as one of the Advisors of Positive Practice Collaborative David Bradley said: “I am delighted to be part of this Breakthrough facilitated group. At South West London and St George’s Mental Health NHS Trust we fundamentally believe that people with mental health difficulties should have the opportunity to be part of improving services for the better.”
Joe Rafferty – Advisory Group
Before coming to Mersey Care Joe held the post of Director of Commissioning Support at the NHS Commissioning Board, having national responsibility for the design and delivery of a significant component of the commissioning reforms outlined in the White Paper: Liberating the NHS. Before this, seconded from Chief Executive role at NHS Central Lancashire, to become the Director of Commissioning Development for NHS North West, with a remit to lead the development of commissioning reforms across the North West of England. From 2007 to 2010 was Chief Executive of NHS Central Lancashire, with an annual commissioning budget of £750 million. During tenure, NHS Central Lancashire became the most improved primary care trust in the North West and one of the most improved in England, according to the World Class Commissioning national assessment.
Joe was Regional Director of Commissioning and Strategy for NHS North West from 2006 to 2008. Other Board-level roles have included Director of Performance in Cumbria and Lancashire Strategic Health Authority and Director of System Reform at Bolton Hospital NHS Trust. Prior to these roles Joe was part of the team that set up Greater Manchester SHA.
He Joined the NHS in 1999 as a National Trainee on the NHS General Management Training Scheme, and Previously worked at a post-doctoral level as a team leader in molecular genetics at the Paterson Institute for Cancer Research in Manchester and before that at Strangeway’s Research Laboratory in Cambridge.
John Lawlor – Advisory Group
John joined Northumberland, Tyne and Wear NHS Foundation Trust in June 2014, having worked previously as Chief Executive of Leeds Primary Care Trust and then of the Airedale, Bradford and Leeds Primary Care Trust between January 2010 and March 2013. His earlier career in the NHS included roles as Chief Executive of Harrogate and District NHS Foundation Trust between 2006 and 2009 and, prior to that, as Deputy Chief Executive of Calderdale and Huddersfield NHS Trust between 1999 and 2005. John also worked as a civil servant, in the Department of Health between 1992 and 1999, as well as a period between 2012 and 2014 working for NHS England.
